Simple How To for Functions.php
In WordPress Lessons, we need a very simple introduction of the basics of what functions.php is and how it works with WordPress Themes. Assume the person has little expertise on the subject, as well as HTML and CSS or programming. This is just to answer the question “what is it, why is it in my theme and should I do anything with it” kind of article.

a month ago i posted, for Codex consideration a draft of The Functions File. put a notice here and on wp-docs maillist. have heard nada since.
should i be do something else to further this?

I agree. Especially cause all the “how to” searches I’ve had to do so far pull up solutions which require me to find the “functions.php” in the html or CSS text and edit it to remove things like the posted date on my pages.
